The Block Level Backup Engine service is used by the Backup and Restore
Center. This service allows for a Complete PC backup at the block level of a
disk, instead of file by file. (This is often referred to as an image of the
disk) Please note that this service is NOT available on the Home Basic and
Home Premium versions of Vista.
